The midfielder's contract expires at the end of the season and he is yet to sign an extension. Silva has been linked with La Liga leaders Barcelona, Serie A side Juventus and clubs in America.
City signed the Portuguese international from Monaco in 2017 and he made his 450th appearance for the club in Saturday's FA Cup quarter-final win against Liverpool.
